Medicaid/SCHIP: Enrollment and Outreach
In 2001, more than nine million children were without health insurance coverage. The vast majority of these uninsured children reside in low-income families and are eligible to sign up for coverage under Medicaid or SCHIP. Nevertheless, they remain uninsured because their parents have not been able to enroll them in public programs due to a lack of knowledge about the programs and burdensome application and enrollment procedures. After SCHIP was enacted in August of 1997, nearly all states launched outreach campaigns to educate families about the availability of publicly-financed health care coverage for low-income children or took significant steps to simplify their child health application and renewal procedures. More recently, however, some states have reversed improvements in their child health application and renewal procedures in response to fiscal problems, making it once again more difficult for eligible children to enroll in coverage.
